Ambulance standby at an event: when it is required

The organiser of a mass event is responsible for medical cover — both under the Ministry of Health order on medical support at mass events and as a condition of approval by the local authority. In practice the question "how many crews" is answered by the number of participants, the nature of the event and the distance to hospitals.

What to do right now

Define the category
Contact and high-risk sports, concerts with dense crowds and children’s events have stricter requirements. Conferences and exhibitions have lighter ones.
Count the participants
As a guide: up to 1,000 people — a medical post with a health worker; from 1,000 — a crew with an ambulance; large concerts and marathons — several crews and a medical point. The exact number is agreed with the approving authority.
Ask the approving authority
The prefecture, the Department of Sport or the Department of Culture may each specify a composition. Ask in advance what must be in the letter.
Sign the contract
A contract with a licensed medical organisation, copies of the licence, the standby schedule and contacts — the package required for approval.
Check the site
Vehicle access, a parking place near the spectator area, communication with the administration, the nearest profile hospital.

Call an ambulance if

Sports competitions, races, tournaments, martial arts
Concerts, festivals, city celebrations
Children’s events, camps, school competitions
Filming with stunts, corporate events with activities, construction and industrial sites
Conferences with several hundred participants

What not to do

Do not replace a crew with "a nurse and a first-aid kit" at high-risk events — it will not pass approval and will not help in a cardiac arrest
Do not order standby the day before: the schedule and contract are needed in advance
Do not economise on an ICU crew for martial arts, motorsport or mass races
Do not forget to agree the parking spot — the crew needs a clear exit

What the crew does

An ambulance with a crew on site throughout, defibrillator, medical kit, stretchers
Care for injuries, fainting, heat stroke, allergies and cardiac events
Transport of a casualty to hospital — charged separately; a second crew on request
A log of cases, contract, invoice, acceptance act and licence copies for the authorities

Questions

How much does event standby cost in Moscow?

Standard crew 4,000 ₽ per hour, ICU crew 6,000 ₽ per hour, minimum four hours. Two or more vehicles for eight hours each — a 10 % discount. The calculator gives the figure instantly.

Is a crew needed for a corporate party of 100 people?

Not by law, unless there is a sporting or high-risk programme. Many organisers order one anyway: fainting, allergies and overindulgence happen at a hundred people too.

What documents do you provide for approval?

A contract, copies of the ambulance licence, a standby schedule with the crew composition and a letter of guarantee on our letterhead — what prefectures and departments ask for.
