Pre-trip medical examinations: what the law requires

If an organisation has drivers — company cars, delivery, taxis, buses, special machinery — pre-trip and post-trip examinations are mandatory under the road safety law and the Labour Code. Only a health worker in an organisation licensed for such examinations may perform them. A stamp without a licence is a forged document, and it is the first thing the traffic police check.

What to do right now

  1. Identify who is covered

    All drivers on the staff or under contract; self-employed drivers examine themselves. Every departure, not once a day.

  2. Find a licensed provider

    The licence must list "medical examinations (pre-shift, pre-trip, post-shift, post-trip)". AYUMED holds it — verifiable in the Roszdravnadzor register.

  3. Contract and internal order

    A contract, a schedule and a location — at your site or at our station; plus an internal order on the examination procedure.

  4. Keep the log

    Each examination is registered with the signatures of the driver and the health worker, kept for five years. An electronic log is acceptable.

  5. Stamp the waybill

    Date, time, the stamp certifying fitness for duty, signature and printed name of the health worker.

Call an ambulance if

  • A fleet of 5–10 drivers or more — a subscription with visits to your site
  • One-off examinations before specific trips
  • Pre-shift examinations on production sites and construction projects
  • An inspection by the traffic police or labour inspectorate is coming
  • Passenger and dangerous-goods transport — post-trip examinations are mandatory too

What not to do

  • Do not have a paramedic stamp waybills without the organisation’s licence
  • Do not skip post-trip examinations where they are required
  • Do not keep the log for less than five years
  • Do not confuse pre-trip examinations with periodic medical examinations — they are separate obligations

What the crew does

  • An accredited health worker visits on schedule or receives drivers at our station
  • Complaints, blood pressure, pulse, temperature, signs of intoxication, alcohol test
  • Waybill stamp, log entry, removal from duty where contraindicated
  • Contract, acts, licence copies for inspections

Questions

What is the fine for missing pre-trip examinations?

Under Article 12.31.1 of the Administrative Code: up to 5,000 ₽ for officials and up to 30,000 ₽ for legal entities for each vehicle released without an examination; liability increases in the event of an accident.

Can examinations be done remotely?

Since 2023 they can, with certified equipment and a telemedicine platform; most organisations find in-person examinations simpler.

How much does it cost?

By contract: per examination for one-off work, or a monthly subscription for a fleet. We calculate it from the number of drivers and the schedule.
